1. Submit some EXP Balls, Dragon Souls, or Dragon Scales to get a Secret Scroll from Ogden
2. Take the Secret Scroll to Roderick, then talk to him about the Secret Scroll quests
3. Finish the quest and report back to Roderick to get your reward.

According to the difficulty, there are 4 grades of quest you can choose from: Watcher, Pioneer, Vanguard, and Pacesetter. Higher grade missions require better heroes to take. You can swap 2 EXP Balls for a Watcher Scroll. You need to use Dragon Scale or Dragon Soul to swap for the higher grade Secret Scrolls.

After you get a Secret Scroll, you can accept the secret quest from Roderick, in Hormondale (249,479).
